What changed in the AI trade, and why it mattered.
Neocloud, optical networking, data center build and power names fell sharply, while Penguin Solutions rose 13.1% and Micron gained 4.1%.
Applied Digital fell 6.0% and Nebius 5.1%, so the capacity renters took the hit on a day with heavy financing headlines. Optical and connectivity names also slipped: Applied Optoelectronics fell 5.8%, AXT 5.1% and MACOM 4.2%. Sterling Infrastructure fell 5.2%, Accelevation 7.4%, Innio 4.7%, Solaris Energy Infrastructure 4.1% and Teradyne 4.3%. The gains were confined to a server name and memory, so the pressure was concentrated in the build-out and capacity layers rather than hardware broadly.

GlobalFoundries signed a five-year, $2 billion deal with TSMC to produce advanced packaging components.
Advanced packaging is a tight point in AI accelerator supply, and TSMC is reaching for outside capacity to serve it. TSMC reports earnings on 2026-10-15, and ASML reports the day before on 2026-10-14, so both give a read on how that capacity is being spent.
Finland ordered Google to stop work on two AI data centers over alleged deforestation, and its planned €13bn buildout there is under investigation for removing about 300 hectares of forest.
Permitting and environmental enforcement are becoming a real constraint on hyperscaler timelines in Europe. A stop-work order on a project of this size shows that capacity can be delayed by regulators, not just by chips or power.
New AI capacity commitments were announced: Sesterce plans $10bn for a 600MW campus in Jämsä, Finland, Boost Run won a $525.6m Cohere contract, and KT Cloud plans a 50MW site in Incheon.
Spend is coming from independent builders and AI cloud providers as well as hyperscalers, and the Boost Run contract shows an AI lab contracting for compute from a specialist provider. The Sesterce plan is in Finland, the same country where Google was ordered to halt work, so permitting there is worth watching.
The Department of War issued a $1.5 billion loan commitment to boost the semiconductor supply chain.
Government financing for the chip supply chain adds funding for domestic capacity outside company balance sheets. The pack does not say which companies receive it, so the read-across is to the sector in general.

Sector strength improved over the week almost everywhere, with neocloud the exception.
Compute, networking, semicap and power strengthened, power sharply, and memory, servers and hyperscalers held firm. Neocloud weakened and is the weakest sector, which fits today's selling in that group. Data center infrastructure edged up. Today's declines came against a firm backdrop for most of the sector, apart from neocloud.
